03Harvest rules

How the data gets here.

Free and public, always
No paid aggregator sits between the answer and the office that recorded it. A licensed feed we cannot reproduce would make the citation unverifiable, which defeats the point.
Harvested whole, never filtered
Sources are pulled complete. Filtering at collection quietly destroys answers you cannot recover later without re-harvesting the world.
Re-derivable from scratch
The full chain runs from raw dumps on self-hosted hardware. Any answer can be rebuilt rather than trusted.
Column mappings fail closed
When a source changes its header layout, ingestion stops rather than guessing. A mis-mapped grantor and grantee is silent poison in an ownership graph.
